Cause:

 

3D Views have a template associated with them.

The current template is too restrictive so the 3D view that was trying to be created by View Clash was blocked.
Solution:

Go to any 3D view and change the template by editing its type properties, shown in the picture below.

You want to change whatever is in the View Template applied to new views box to None.
